1946年アメリカ・サンノゼ生まれ。日系3世のアーティスト。弟ブルースと共に、ブルース&ノーマン・ヨネモトとして、1976年からビデオやフィルムなどメディアを駆使した作品を発表。マイク・ケリー氏やジョン・バルデッサリ氏とのコラボレーションなど、幅広い制作活動を展開し、国際的な評価を獲得してきた。ブルースとのコラボレーションを終えた現在も、お互いにアメリカ西海岸を代表する作家として、世界各地で展覧会を行う。1999年には、ロサンゼルスの日系アメリカ人博物館でブルース&ノーマン・ヨネモトの大規模な回顧展が催された。LA在住。
